Hello, newbie here so be gentle please!

I have been on the council waiting list for an allotment for 18 months, getting fed up now the sun is shining.
I had a look at the Morningside station allotment, which is close to me, and it seems unused. I presume that owner is Scotrail or Network rail, anyone know for sure? I want to contact them and see if they will let it to me. Anyone tried them before? With on/off proposals to reopen station it seems the right time to approach them.

I anticipate rejection on H&S grounds or somesuch, but are there any rules/rights if an allotment exists it must remain as one. Especially when they couldn't build on this site. Thanks in advance.
